Perron then quotes Palliative Care Australia that "complete relief of pain and suffering is not always possible" and this is reinforced by the willingness of people to travel great distances and at great expense to take advantage of jurisdictions with euthanasia legislation. Perron cites research that people are willing to engage in euthanasia for reasons that palliative care cannot treat, such as the loss of autonomy, control, dignity and respect, and in the absence of legislation people are choosing suicide or medically assisted suicide, and this choice is made absent the support of family and friends and without safeguards or scrutiny. BackgroundThe Northern Territory was the first jurisdiction in the world to explicitly legalise euthanasia. The Rights of the Terminally Ill Act 1995 (NT) entered into law on 1 July 1996. The following year the Commonwealth Parliament intervened to overturn the Act. Section 50A was added to the Northern Territory (Self-Government) Act 1978 to prohibit the Northern Territory from making laws in respect of euthanasia.
