David St Leger Kelly (1938—) is an Australian lawyer and author. He is a champion for plain language legal drafting.
Kelly was educated at Adelaide and Oxford Universities. He was a foundation full time member of the Australian Law Reform Commission 1976—1980.
As the Commissioner in Charge of the reference on Insurance Law, Kelly was critical to the passing of the Insurance Contracts Act and the Insurance (Agents and Brokers) Act in 1984. He also served two terms as a part time commissioner.
He was a Professor of Law at Adelaide University 1980-1983; Secretary to the Law (Attorney-General's) Department (Victoria) 1983—1984; and Chairman of the Victorian Law Reform Commission 1985—1992.
Kelly has published books on insurance, conflict of laws, and the history of furniture in England and Australia and the University of Adelaide has his papers in a collection available at https://www.adelaide.edu.au/library/special/mss/kelly/
