Dr Joseph (Joe) Rex Flint (1930 - 23 February 2021) came to Darwin from Sheffield, UK, in 1972 with his family. He was appointed Foundation Principal of the Darwin Community College (DCC) in September 1972. In 1980, Territory Cabinet were directed by a submission by Jim Eedle and Joe Flint to consider establishing a University for the NT, within the Territory system. Joe left DCC on October 5, 1984, after resigning , when he took up the position of Deputy Secretary, Policy, Planning and Services in the department of Education. He is credited with rebuilding the Community College post Cyclone Tracy and to breaking down the elitism of the three tier system in Australia. (Berzins et al., 1999)
